• cardboard;

First you need to take measurements of the window and decide what kind of blinds you want to make. Keep in mind that you need to leave a fairly large allowance, because due to the accordion the wallpaper will become much shorter.

Make a mark on the wallpaper based on the desired length and cut it off. Gently fold the accordion so that the result is a fairly dense strip.
